I was under the assumption that performing a full Image Based backup and following that with incremental file backups would result in small incremental backups. In my first test however, the incremental backup is obviously backing up files that have not been changed.
What is the error in my thinking and what would be a more appropriate strategy?

It's not file backup. It's block-level, image backup which backs up change blocks on disk. If you run any type of defrag utility or simply rewrite files or move them, many blocks will change. You may be able to reduce this somewhat by not using defrag utilities unless needed with a spinning disk and excluding folders that do need to be backed up if you're using the legacy image backup format.
