when creating a backup image there is an option that says ignore bad sectors. That means that there is a possibility if the bad sectors are in a non critical area to be able to restore to system to a new disk and continue to work normally?

This is correct. If we ignore bad sectors - recovery will be possible even if some sectors are damaged. Files on those sectors, however, will be non-readable after the restore.
So the question to arise is this. How these new bad sectors would be interpreted in the new disk, assuming they would be ignored in the corrupted disk.
