Bare metal restore completes, then on reboot the server just says "Loading Operating System"

Running version 5.9.1.74 Windows 2008.

Full image restore run from bootable CD, all partitions selected. Completes 100% with no errors.

Please let me know what I might be able to do next to work around the “Loading Operating System” message appearing and then nothing.

Boot device is set to the HardDisk.
